Since Dec 31, 2020, patient information leaflets (PILs) in Austria must be accessible. Yet more than 4 years later, many PDFs are formally, but not functionally compliant.

The green PAC (PDF Accessibility Check) checkmark only confirms technical system compliance, not real-life usability for assistive technologies.
Common barriers:
– Incorrect tagging of tables
– Missing reasonable alternative text for images (e.g., “Figure” without further explanation)
– Disrupted reading order
The result: Patients relying on screen readers can’t access critical content – putting safety at risk.
